Single-Use Plastic Bag Regulations
Effective September 8, 2024, retail establishments in Upper Dublin Township will be prohibited from providing single-use plastic bags or a bag that does not qualify as a reusable bag to a customer at the retail establishment or through a delivery.

Purpose
- To curb litter on the streets, in the parks, and in the trees, protect the local streams, rivers, waterways and other aquatic environments, reduce greenhouse gas emissions, reduce solid waste generation, promote the use of reusable, compostable, and recyclable materials within the Township, and to preserve the natural, scenic, historic, and esthetic values of the Township.
- To relieve the pressure for landfills and resource recovery facilities to manage the disposition of single-use products.
Signage Requirement
Beginning 30 days after the effective date, and for six months thereafter, retail establishments must post conspicuous signage at all points of sale. Signage must:
- inform customers that single-use plastic bags and non-recyclable paper bags will no longer be provided by the establishment as of September 8, 2024.
- explain what types of bags and purchases are impacted.
- provide any other information the Township may require by regulation or written policy.

Compliance
Retail establishments are required to be fully compliant with these regulations no later than September 8, 2024. After this date, businesses will be subject to:
- a written warning for a first offense,
- a civil penalty of $100.00 for a second offense,
- a civil penalty of $200.00 for a third offense, and
- a civil penalty of $500.00 for a fourth or any subsequent offense.
