New Zoning
On May 14, 2019 the Upper Dublin Township Board of Commissioners adopted the new zoning ordinance that governs the Fort Washington Office Park. Multifamily residential and mixed-use real estate are now permitted, as a “conditional use” in the new Greater Fort Washington (GFW) District. The Commissioners changed the height restrictions for three parcels of land in the new district on August 13, 2019.
This mixed-use zoning code applies the latest Smart Growth planning principles, embracing the Live – Work – Play approach to redefining today’s suburban office parks. Design standards for new development were also adopted, within the Township’s subdivision and land development ordinance.

Modernization Plans
A large-scale improvement program is now underway to implement a sustainable revitalization plan of the office park. Major new public and private investment in the park began with Upper Dublin Township’s completion of two large flood retarding structures in December 2013. The Pine Run and Rapp Run dry dams, upstream from the office park, are effectively reducing the historically-persistent flooding. Additional infrastructure improvements are now moving forward including roadway and bridge reconstruction, a new trail system, further storm water management projects and new building design standards. Also in the planning stages is additional Turnpike access including a quick exit (zip) ramp from the PA 309/Fort Washington Turnpike exit directly into the center of the office park and the completion of the Virginia Drive Turnpike Slip Ramp to provide eastbound on/off access.

Transportation Demand Management Plan
As part of its ongoing reinvestment and modernization program for the Fort Washington Office Park, Upper Dublin Township has initiated a new Transportation Demand Management (TDM) study. This will improve the office park transportation options with a comprehensive review of the current transportation modes and barriers, and the creation of new programs and policies.
The goals of the resulting TDM plan are to provide current employees with enhanced transit options and greater accessibility to and within the office park, and to attract future businesses and investments, with a mix of new uses. The big picture planning goals of TDM programs include the reduction of roadway congestion and single-occupancy vehicle trips, and the resulting improvement of air quality.
Upper Dublin Township has been awarded $75,000 for the TDM plan through the Delaware Valley Regional Planning Commission’s Transportation and Community Development Initiative (TCDI) Grant.
The TDM plan will employ several measurement tools including employee and resident surveys and focus groups, to provide a baseline for current commuting behaviors, and inform recommendations for new programming and implementation strategies. It will enable the Township to understand current commute patterns, transportation options, alternatives to SOV use and the willingness to utilize these alternatives. It will aim to boost the use of public transportation, biking, walking, carpooling, vanpooling, and explore possible shuttle service and shared mobility options within the office park.
The TDM plan is being developed in partnership with the Greater Valley Forge Transportation Management Association (GVF) and Wells & Associates. GVF is a not-for-profit organization that has been advocating and promoting a viable transportation network for Montgomery and Chester County economic vitality for over 25 years. Wells & Associates is a sub-consultant for residential TDM strategies.
