Township Solicitor
The position of Township Solicitor is an appointed officer of the Township with oversight and performance responsibilities with respect to all legal matters that pertain to the Township. The Township Solicitor has the responsibility to protect the interests of the Township in all litigation matters and to initiate litigation in the name of the Township with the consent of the Township Manager or upon direction of the Board of Commissioners. The duties of the Township Solicitor are as follows:
- Represent the Township of Upper Dublin in legal matters and advise the Board of Commissioners, the Township Manager, and the departments as required in the administration of Township government. He shall attend all meetings of the Board of Commissioners and meet with senior staff. He shall prepare or approve all legal instruments relating to the business of the Township. He shall represent the Township in the prosecution and defense of any litigation and other proceedings affecting the interests of the Township, subject to the approval of the Board of Commissioners as may be required.
- Provide the Board of Commissioners and Township staff with his written opinion upon questions of law submitted to him.
- Maintain records of all legal actions and lawsuits, proceedings and matters which relate to the Township’s interest and report thereon from time to time as the Board of Commissioners may require.
- Have the power to enter into any agreement, compromise, or settlement of any litigation in which the Township is involved, subject to the approval of the Board of Commissioners
- Have such other functions, powers, and duties as may be provided by law.
Qualifications
The current Township Solicitor, Gilbert P. High, Jr, Esquire is admitted to practice in Pennsylvania, and is a member of the American Bar Association, the Pennsylvania Bar Association, and the Montgomery Bar Association. He has been the Municipal Solicitor for Upper Dublin Township since 1994. Mr. High received his B.A. from Princeton University, and his LLB from the University of Pennsylvania Law School.
